Early scoping and strategic merit assessment. This stage considers whether the proposal aligns with State, regional and local planning objectives, whether the site is suitable, and what evidence or technical studies may be required before formal lodgement.
Lodgement
Planning Proposal Lodgement
Formal lodgement of a planning proposal with Council, or directly with the Department of Planning for certain proposals. This usually includes the planning proposal document, strategic justification, site analysis and supporting technical studies.

Determination
The Department issues a Gateway Determination confirming whether the proposal can proceed and, if so, what further studies, consultation, agency referrals or amendments are required before public exhibition.

Exhibition
The planning proposal is publicly exhibited for community and agency feedback. Further information, technical responses or engagement with Council, State agencies and the community may be required.
LEP Amendment
Finalisation and LEP Amendment
Following public exhibition, feedback and agency comments are reviewed, and the proposal is updated where required. The planning proposal is then finalised through the relevant statutory process. Once made, the Local Environmental Plan is amended to reflect the new planning controls.Â
