Advisory Services

Early advice to clarify risk, feasibility and approval pathways.

Meliora Projects provides early-stage planning advice to help clients understand the potential, constraints and approval pathway for a site or proposal before significant time or capital is committed.

Our advisory work supports better decision-making from the outset – whether you are considering a site acquisition, testing development options, reviewing a concept design or seeking a second opinion before progressing an application.

We identify what is achievable, what may be difficult, which approvals may be required and which planning, social or stakeholder risks should be considered before the project moves forward.

Land Assessment &
Capability Analysis
We review the planning controls, site constraints and development potential of land to help clients understand what the site may be capable of supporting. This may include consideration of zoning, permissibility, minimum lot size, height, floor space ratio, environmental constraints, access, servicing, overlays and relevant local planning controls. This service is useful where a client wants to understand the opportunity and limitations of a site before progressing design, acquisition or lodgement.
Pre-Acquisition Advice
Before purchasing land, it is important to understand the planning risks and approval pathway. We provide pre-acquisition planning advice to help buyers, developers and project teams identify whether a site is suitable for the intended use or development outcome. This may include a preliminary review of planning controls, constraints, approval options, likely documentation requirements and issues that may affect feasibility.
Approval Pathway Determination & Strategy
Different projects require different approval pathways. Choosing the wrong pathway, or failing to understand the correct process early, can lead to delays, redesign, additional costs or refusal risk. We assist with identifying the most appropriate approval pathway and developing a strategy for progressing the project. This may include advice on whether the proposal is likely to require a local development application, regional planning pathway, State Significant Development pathway, complying development review, modification application or other planning approval process.
Preliminary Planning Investigations
Our preliminary planning investigations provide an early-stage assessment of the planning matters affecting a site or proposal. This service is often used before detailed design or formal lodgement to identify the relevant planning controls, key risks, likely assessment issues and next steps. Preliminary investigations may include review of the applicable LEP, DCP, SEPPs, planning certificates, site constraints, approval history and consent authority requirements.
Peer Reviews
Meliora Projects provides peer reviews and second opinions for clients who need an independent review of planning documentation, approval strategy or assessment risks. Peer reviews can help identify gaps, strengthen documentation and provide greater confidence before lodgement or response.
Subscriptions and Ongoing Planning Advice
For clients with regular planning queries, ongoing projects or multiple sites, Meliora Projects can provide subscription-based planning advisory support. This service is suited to developers, builders, architects, project managers and organisations that require ongoing access to planning advice without starting a new engagement each time. Subscription support may include regular planning advice, document review, early issue identification, pathway guidance, project check-ins and strategic input across multiple matters.
Why Advisory Matters

Why Advisory Services Matter

Better decisions start with clearer planning intelligence

Early planning advice helps you avoid expensive surprises and gives you clarity at the stage of a project where it matters most, before significant budget, design or acquisition costs are committed.

Early planning advice helps you:

When advisory makes the biggest difference: Advisory services are particularly useful before site acquisition, concept design, consultant engagement, formal lodgement or major project investment.

04 Steps Process

Our Approach

A structured four-step process designed to give clients clarity, defensible written advice and a clear next step, without over-engineering the engagement.

04 Steps Process
01

Discover

We start with a structured conversation to understand the site, the proposal (or development question), the client's commercial goals and the timeline.
02

Assess

We review planning controls, site constraints, the relevant LEP, DCP, SEPPs, planning certificates and approval history, identifying what the site can support and where the key risks may lie.
03

Strategise

We identify the most appropriate approval pathway, from exempt and complying development through to local DA, regional or State Significant Development, and develop a clear strategy.
04

Advise

We provide clear, defensible written advice, including a summary of findings, recommended next steps, likely documentation requirements and any risks the client should weigh before committing.
NSW Planning System

NSW Approval Pathways at a Glance

NSW offers a graduated approval framework, from minor exempt works through to State-led major developments. Identifying the right pathway early is one of the most valuable outcomes of an advisory engagement. The five pathways most relevant to property and land development projects are:

No approval

Exempt
Development

Minor works that meet specific standards and do not require any approval. Examples include small sheds, fences and decks within prescribed limits. Set by State Environmental Planning Policy (Exempt and Complying Development Codes) 2008.

Fast-track

Complying Development (CDC)

Fast-track approval pathway for projects that meet predetermined development standards. Approved by an accredited certifier rather than Council. Typically faster but with stricter design constraints.

Most common

The most common pathway for residential, commercial, industrial and mixed-use projects. Lodged with Council and assessed against the LEP and DCP. Requires a Statement of Environmental Effects and supporting documentation.

Regional Panel

Larger or higher-impact development determined by a Regional Planning Panel rather than Council. Typically triggered by capital investment value, controversial use, or specific Council ownership thresholds.

LEP Amendment

State Significant Development (SSD)

Major projects determined by the Department of Planning. Subject to SEARs and typically requires an EIS, Social Impact Assessment and detailed engagement strategy.

FAQs

Frequently Asked Questions

Common questions about planning advisory services.

What is planning advisory?

Planning advisory is early-stage planning advice that helps identify the approval pathway, planning controls, site constraints, risks and likely documentation requirements before a project progresses too far.

When should I seek advisory support?

Ideally, before purchasing land, finalising a design, lodging an application or responding to a planning issue. Early advice can reduce uncertainty and help avoid avoidable delays or redesign.

Can you tell me what I can build on a site?

We can review the applicable planning controls and provide preliminary advice on site capability, permissibility, development standards and likely approval considerations. Final development potential will depend on the site, proposal, design response and consent authority assessment.

Do you provide pre-purchase planning advice?

Yes. We provide pre-acquisition advice to help clients understand planning risks and opportunities before committing to a purchase.

Can you review advice prepared by another consultant?

Yes. We provide peer reviews and second opinions on planning advice, reports, approval strategy and documentation.

Do you offer ongoing planning advice?

Yes. Subscription-based advisory support can be arranged for clients who require ongoing planning input across multiple projects or recurring planning matters.

Are you experienced planning advisory consultants in NSW?

Yes. As experienced planning advisory consultants in NSW, Meliora Projects has provided advisory support across local Development Applications, Planning Proposals, Regionally Significant Development, State Significant Development and complex multi-site projects. Our advisory work draws on senior NSW planning expertise, social impact and engagement experience, giving clients informed, defensible advice across the full spectrum of property and land development projects.
