The NSW Department of Planning, Housing and Infrastructure has released the updated Guide to Faster Assessments for State Significant Development (SSD) Housing Applications, a major shift aimed at boosting housing supply and streamlining approvals.
Who it applies to
SSD housing projects lodged under:
- Public authority housing (Schedule 1, s26 Planning Systems SEPP)
- In-fill affordable housing (s26A)
- Build-to-rent housing (s27)
- Seniors housing (s28)
- Accelerated TOD Precincts (Schedule 2, s19 – until Nov 2027)
- Housing Delivery Authority (HDA) pathway declarations under s4.36(3) EP&A Act
Key features of the updated process:
- 275-day end-to-end target for assessment (90 government days)
- Mandatory scoping meetings – booked within 4 weeks of request
- Industry-specific SEARs – issued within 7 days for eligible projects
- Fewer referrals to the Independent Planning Commission – only in specific circumstances
It is important to highlight the 2-year consent period (HDA pathway consents expected to commence within 12 months).

Most SSD housing applications benefit unless they are concept proposals, have unresolved VPAs, or are delayed by parallel planning proposals.
